Next week the Scout update (http://www.tf2.com/scoutupdate) will be released. Looks like some fun stuff to do, but unfortunately there will be teams full of scouts until the achievement frenzy slows down again. Our server gets used alot during these times for two people using the server trying to "get" all the achievements in a controlled manner, rather through just playing the game. If the server is empty, by all means have fun.
However, if you are on our server and start taunting other people to leave the server because you are trying to get achievements you will probably get kicked if caught. Get caught again and you will be banned. This kind of falls under the "don't be a tool" while playing rule.
